The following is not the situation in Hong Kong but is related.
Got a call from a distant relative who operates a few restaurants in Latin America. His restaurants were very successful before the COVID-19 pandemic. Now he is running at a huge loss and is heavily into debt. He hopes to get support from friends and relatives.
He was frank - he needs more than a million Hong Kong Dollars to keep his restaurants and workers. He needs money to repay the Banks and Loan Sharks. He sees no business until the pandemic is over. If he quits now, he loses everything - his restaurants and his own properties.
In such situations, I believe the only hope is for Government support. Governments can print money to pop up businesses. We are willing to send some money so that he and his family do not need to live in the streets. But we cannot help him to pop up his business. Any good ideas from any one???

I have the following thoughts:
(1) In situations such as the COVID-19 pandemic, Government must act as last resort. Running at a deficit and even creating money from thin air (print money appropriately) is acceptable.
(2) Hong Kong is in a good position as China has the COVID-19 pandemic under control. Hong Kong must do the same. The vaccines are coming. Hong Kong cannot force everyone to take the vaccine shots due to political reasons. But Hong Kong Government can provide incentives. If a citizen took the vaccine shot, he gets a "certificate" allowing him to travel, eat at restaurants, go to movies etc. The most "forcing incentive" is that he can go on public transport such MTR or buses. If he does not have the certificate, he cannot do the above!
(3) Hong Kong can set up "food banks" for those unemployed. Banks will be asked to extend loan payments. Landlords will be asked to reduce or postpone rent payments. Government will step in when hardship cases arise. (If reserve exhausted, print more money.) The goal is "group survival".
(4) Meanwhile, focus on "Immediately implementable Innovation Technologies". For example, improve /develop the school curriculum on-line courses. Do it so well that it can be adopted by other Nations. Work with China or other Nations if appropriate.
(5) Develop the many AI Assistants. For example, an AI Political Assistant can be developed at the same time as training many Political talents. The advantage of an AI Assistant is that once developed, it can be replicated hundreds or thousands of times.
More ideas will be presented later. We can discuss these few first.

About 17% of America's restaurants have already permanently closed this year, with the industry in further danger according to a new report.
The National Restaurant Association said Monday 110,000 restaurants have already permanently shuttered in 2020, with 10,000 of them closed in the past three months.
[12:20 PM, 12/27/2020] Lawrence Tseung: My distant relative hoped to have rescue from Chinese Government who may have political motives. If China rescues him and others like him, the political gain may be much more than the financial support. Is that a reasonable expectation?
My distant relative is a Leader in the Chinese Community with restaurants, apartments, shopping centers. His food stores in Shopping centers got looted. The police told him that the looters were hungry persons and their actions should be forgiven. (USA Model?) The many store owners did not pay rent as they had no business. Without rescue, he will have to declare bankruptcy and his many years of hard work would go down the drain...

Hong Kong should think about helping China in the Super ONe-Belt-One-Road Strategy.
Take the exampe of Tseung's Relative. China can exchange RMB with Nation X. Nation X uses RMB to do infrastructures. China can use Nation X currency to develop the Special Economic Zones of Nation X. Now China can use some of the swapped Nation X currency to help Overseas Chinese similar to Tseung's relative. It is a win-win.
