A Model (strategy) for China to take in the COVID-19 Pandemic Era (draft for discussion)
Background:
1. China is doing better than most other Nations in handling the COVID-19 pandemic.
2. Many ordinary people are suffering worldwide because of the illness, loss of jobs, loss of income, etc.
3. Can and should China help? Will that be morally correct and will it increase the self-confidence of China?
4. It is technology, technology and technology that has improved the living standards of humans in the last few centuries.
5. One of the present technology that can help is Internet. The Internet Giants (e.g. Alibaba, Tencent) found that they can easily win against traditional companies with Big Data, Artificial Intelligence, Payment and Loan Systems.
6. An example of an ordinary businessman that needs help is the owner of a chain of restaurants in tourist resort areas. In the COVID-19 pandemic, he had almost no business for months and is at the point of bankruptcy. Such cases are not unique.
7. China can help these individuals and Nations with technology. The technology can be on-line payment and delivery of food and goods. Alipay and WeChat pay are well established in China. DCEP is on the way. Elimination or reduction of corruption and poverty will happen.
8. If Governments own part of these Internet Giants, they can authorize loans or even provide minimum income to alleviate poverty. Governments can learn from these Internet Giants in spotting opportunities. Excess loaning to encourage spending can be controlled.
9. Since Governments can create money, their participation essentially guarantees “sure-win” businesses. (Business success is measured by more money coming out than putting in. If Government can put appropriate money in, the business will be profitable. (Jack Ma: No business is too difficult).
10. Modern Wealth is no longer herd, silver or gold, or amount of US Dollars. Modern Wealth is the quality and quantity of Meaningful Economic Activities. These Meaningful Economic Activities keep changing with the development stage of a Nation. It may be Meaningful to keep producing food at one stage. It may be more Meaningful to turn farmlands back to forests at another stage.
11. It takes top Think Tanks to constantly examine and define what Meaningful Economic Activities are.
The Model
12. One of the Meaningful Economic Activities now is Super One-Belt-One-Road. China has been loaning money to Developing Nations to do Infrastructures. Many Western Nations claimed that such actions are “debt traps”.
13. The Super One-Belt-One-Road technique is for China to exchange currency with Nation X. Nation X can use RMB to purchase goods and services to do the Infrastructures. China can use the Nation X currency to develop Special Economic Zones in Nation X.
14. In the COVID-19 pandemic era, China can use some of the Nation X currency to rescue the failing businesses. China should work with Nation X Government and bring in some Internet Giants to help to develop the Internet commerce technology. This is a very Meaningful Economic Activity now.
15. The Developing Nation X will have no debt; have Infrastructures and modern Internet Technologies such as Big Data, Artificial Intelligence, Digital Payment and reduction/elimination of corruption.
16. The Developing Nation X essentially prints money for China to help its Infrastructures and modernization. It can observe the China Speed in its Special Economic Zones.
17. China also prints the equivalent amount of money to use its spare capacity in helping Nation X. It can increase its prestige in the World and work towards the World as One Entity goal. It is a win-win.

18. Do not do the pilot in Central or South America. That would upset USA too much. Try South Africa.
19. Heavily promote the pilot and let many Developing Nations approach China.
20. When China rescues the Companies in Nation X with Nation X Currency, use low or no Interest and flexible repayment. (until COVID-19 pandemic is over?)
21. Make sure Nation X learns the Internet technologies and benefits.
22. Expect Nation X will jump at the opportunity as it already prints money. With the currency swap with China, the Nation X currency will be more stable. More infrastructures will be built. Many failing businesses will be rescued. Learns high technology. Watches China speed in the Special Economic Zones. Incurs no debt!
23. China can promote such a model via United Nations. That will force the Western Nations to consider something similar. The World will benefit.

What led to the Civil War in Ethiopia?

September's election in Tigray, which the federal government had postponed nationwide because of coronavirus, is widely considered to be the cause of the recent rapid deterioration.

Prime Minister Abiy Ahmed announced a military offensive after accusing Tigrayan forces of attacking and seizing a military base in the regional capital, Mekelle - a charge they deny.

But the tension has been building for longer.

The Tigray People's Liberation Front (TPLF), which was the dominant political party in Ethiopia for decades, has been feuding with Mr Abiy's government since shortly after he came to power in 2018.

Elected as a "reformist leader", the prime minister accused officials in previous governments of corruption and human rights abuses, and removed key TPLF figures from the central government.
