(1) Re-activate the Central Policy Planning Department with the explicit acceptance of Think Tanks. Some Officials may take leave and work in such Think Tanks. The new Central Policy Planning Department should hold weekly on-line seminars to establish its reputation. This should be achieved within 1 year of its re-establishment.
(2) Houses are for living and not for speculation. Separate Housing into two parts. One part is for living and should not be affected by the Market. The other part is private and speculation is permitted. Thin-air money is encouraged to pour into the economy. This should see result within 2 years of Regulation Changes.
(3) Develop cross-border Platform Companies with the cooperation of China. Big Data is now considered a strategic resource and a National Security issue. Big Internet Companies must not be controlled by hostile Nations. Hong Kong can replace these foreign forces especially if these forces use printed thin-air money. This should see result within 3 years. The Foreign Investors may own non-voting shares. Time will be given for a smooth transition.
(4) Instead of pegging to US Dollar, the pegging will be to RMB. RMB is expected to appreciate over the short and medium term. Hong Kong Citizens can already have Hong Kong and RMB accounts in the same Bank. Hong Kong Citizens will be allowed to use their RMB account to do transactions in China without extra exchange fees or delays. This is a very political issue. But once resolved, the implementation should take only months.
(5) Develop Hong Kong as a Smart City with Smart Government. Good Policies need good Data to support. Improve the Financial Sector with more IPOs from China and Other Asian Nations. Do actual pilot projects with shared planning, working and enjoying with Big Bay Area and a South Asia Nation. These pilot projects can be completed within 3 years.
